HubSpot's documentation is specific. A conversation counts as resolved when the agent replies with a content source such as a knowledge base article, or performs an action such as a password reset, and there is no handoff to a human agent within 72 hours of the last message. The status locks 72 hours after the last visitor response. Two things follow. The $0.50 is charged whether or not the customer was satisfied, so an article nobody follows up on still bills. And HubSpot notes that a thread revisited later can produce multiple resolutions and multiple credit charges as separate issues get resolved over time.
